Monroe County Planning and Zoning was formed to promote orderly distribution of land development while preserving the natural resources and beauty of unincorporated Monroe County. Monroe County Planning and Zoning is responsible for the following: Official Zoning District Maps, Zoning Compliance Certificate, Subdivision Review, Physical Addresses, Flood Plain Maps, Conditional Use, Variance and Rezoning Request, and Business License Application.

Recreational Vehicle (individuals) Information

Please read the information below for recreational vehicles being used for permanent residential use.

Alcohol license are handled through the Planning and Zoning Office. Please know that if you are applying for an alcohol license for the first time, you will need to contact our office at 478-994-7040 or via email at kfortner@monroecoga.org.

All renewals can now take place online.

The county does not enforcement subdivision covenants.  They are recorded and kept at Superior Court.  Subdivision covenants are private restrictions on the use of land and are basically private agreements or contracts.  They are usually recorded either on a deed, subdivision plat or as an addendum to a subdivision plat.  Convenants are legally binding upon all property owners referenced on the deed or subdivision plat, including subsequent owners, for the time period as established on the deed or plat.  Please refer to the Georgia Law O.C.G.A. 44-5-60, for additional information regarding covenant renewal and time limitations on covenants.  Only the parties subject to the covenants may enforce them.  The county cannot enforce private covenants since they are private agreements or contracts and the county is not a party to the covenant. In order to enforce covenants, affected persons will need to file a civil action in Superior Court.  A lawyer will need to be contacted to assist with the filing.

Planning and Zoning addresses property throughout Monroe County. (NOT in THE CITY LIMITS)

To receive an address, fill out the Address Application 2022 and email kfortner@monroecoga.org. You can also drop it by the office. 

Addresses are signed on Friday, they must be turned in by Thursday to receive an address that Friday. If they are turned in on Friday, it will be the following Friday. 

Please contact the office for information before filling out this application. Application is for Rezoning, Variance and/or Conditional Use Request.

**Unified Development Ordinance for Monroe County–Adopted on 09/05/23**

 Please see below the pricing for a printed copy of the Unified Development Ordinance. The U.D.O is 312 pages long.

One-sided printing – $31.20
Two-sided printing – $15.60 

A copy can be emailed or loaded onto a flash drive at no additional cost. To have a copy emailed to you, please call Ariyl Fuentes or Ashley Palmer at 478-994-7000.

  • To have a copy loaded onto a flash drive – Please bring a flash drive to the Community Development Department on the 2nd floor or the Commissioner’s Office on the 3rd floor of the Administration Building located at 38 West Main Street, Forsyth, Ga 31029.

Monroe County does not currently require businesses to hold a Local County Business License.

We do offer our citizens and business owners the option of purchasing an Occupational Tax Permit.

The Occupational Tax Permit costs $125.00, expires on December 31 of each year, and may be obtained by appearing in person to the Monroe County Planning and Zoning Office located at 38 West Main Street Forsyth, GA 31029 on the 2nd Floor.
